Article V Convention
The United Committees of the Unity Party of America are working hard to force the Convention of States required by the United States Constitution (for nearly a century, since at least 1929, more than 2/3 of the States are on record as having “applied” for a Convention of the States). This is per the US Constitution (see the exact text below). What the Constitution doesn’t outline is the exact representation of the States at a convention, the voting method(s) once the convention convenes, or even if representation from future US States would be prohibited. And in light of the growing barriers to entering the current United States, it would probably be best that an Article V Convention of the State be held on foreign territory, in a country that still enjoys the Rule of Law (the Founder and Chairman of the United Committees of the Unity Party of America hereby proposes that the convention be convened in his birth city of Bad Kreuznach, Germany).
Strictly speaking, an Article V Convention would be merely a convention to amend the Constitution. The Unity Party Chairman has also proposed the below amendments, partly to start the conversation …
Additional suggestions for plank proposals are welcome!
Text of Article V of the Constitution of the United States
The Congress, ..., on the Application of the Legislatures of two thirds of the several States, shall call a Convention for proposing Amendments ... which, ..., shall be valid to all Intents and Purposes, as Part of this Constitution, when ratified by the Legislatures of three fourths thereof, or by Conventions in three fourths thereof, as the one or the other Mode of Ratification may be proposed by the Congress.
Proposed Amendments to the Constitution of the United States
The National Clemency Commission: Let’s take the awesome Power of the Pardon out of Presidential hands and place it in the hands of a national commission
Capping the Court: Let’s end the perennial threats to pack the Supreme Court and permanently cap its membership at 13, with twenty-year term limits
Outlawing of Gerrymandering: Let’s let the voters start choosing their representatives again (versus the other way around) and place the drawing of Congressional districts in the hands of a national panel of retired judges, with an eye on regularly-shaped districts that represent real communities
Balanced Budget Amendment: Let’s outlaw deficit spending with the obvious exceptions for true national emergencies
Federal Term Limits: Let’s limit the President to one term, US Senators to two terms, and US Representatives to four terms
The 1-2-5 Method of Voting: Let’s adopt the Federal Republic’s tried-and-true method of voting for a candidate, then voting separately for a party while hoping that party gets at least 5% of the vote to make it into Congress (this will once again allow meaningful multi-party participation in Congress while maintaining electoral stability)
Anthropic Amendment: Let’s establish Good Global Governance under the aegis of an expanded United States to stop the AI arms race and place the machines firmly under the control of the People before (perhaps) proceeding with carefully regulated development that will benefit all of humankind.
